Treat a garage conversion as a project to discuss with the building and planning authority before work begins. First verify the property's jurisdiction, then describe the complete proposed use and scope. Kansas City, Missouri, Kansas City, Kansas, and the incorporated Kansas-side cities do not share one permit process. County guidance may apply only outside city limits.

Who issues the permit for your address?
Use the parcel and street address, not a broad metro label. A mailing address helps locate the property but should not be the only evidence used to select a permitting authority. Record the authority's name in your project brief so the designer and bidders work from the same starting point.

Johnson County's official remodel page explicitly directs users to check the address and contact the named city when the property is incorporated. Its county application checklist must not be copied onto every Johnson County project. Johnson County: address lookup and remodel process.
How should you describe the project?
Prepare a short factual description that includes attached or detached configuration, the portion being converted, any garage area retained, intended occupants and activities, new sleeping space, bathroom, cooking facilities and exterior changes. State what is uncertain rather than guessing the classification.
For example: “We propose converting the attached garage to a family room connected to the house, without cooking or bathroom facilities. No parking bay would remain. We propose replacing the overhead door with a framed exterior wall and windows.” A guest suite or independent dwelling needs a different description reflecting its actual use.
Ask the reviewer what application type covers that description. A contractor's label such as “garage finish” or “interior remodel” is not itself an official determination. What does Kansas City, Missouri ask for?
KCMO's current Code Questions page describes a written scope and drawings of existing and proposed floor plans for its single-family remodeling process. It also identifies separate plumbing, electrical and HVAC permit applications as applicable. The same page has separate room/garage-addition guidance; that does not establish how every existing-garage conversion will be classified. KCMO: residential code questions.
Energy compliance needs a scope-specific answer too. KCMO Information Bulletin 172 concerns alterations and distinguishes them from changes of use/occupancy and additions. Do not assume its alteration exceptions automatically apply when a garage becomes conditioned living space. Ask the city which compliance path and documentation the proposed conversion needs. Use the city's current code and amendment page to locate the governing documents. Proposed updates, model-code publications and adopted local requirements are different things; the date on an online draft is not proof it controls your project.
What should go into a preliminary submittal checklist?
Ask which of the following the authority needs for this project and which must be prepared or sealed by a design professional:
- Existing and proposed floor plans with room uses, dimensions, doors and windows.
- Site information showing the structure, property lines and relevant exterior changes.
- Sections showing slab, finished-floor and ceiling elevations.
- Structural details for new openings, door infill, altered supports or other affected work.
- Exterior-wall, ceiling/roof and floor assemblies, including energy information.
- Electrical, mechanical and plumbing scope, routes and equipment information.
- Sleeping-room escape arrangements and smoke/CO alarm plan where applicable.
- Documentation for an independent dwelling if that is the intended use.
- Septic, utility, historic, floodplain or other reviews triggered by the parcel and work.

What questions should you ask before applying?
Use a short written list and retain the answer with the date and project description:
- What is this project classified as, and which application type applies?
- Are planning or zoning approvals needed before building review?
- Which drawings, calculations and professional seals are required?
- Which trade permits or licensed contractors are required for the proposed work?
- How are parking, exterior changes and any retained garage bay evaluated?
- What inspections occur before slab work, insulation or wall finishes are concealed?
- What final inspection or occupancy documentation closes this specific project?
If the intended use changes after that conversation, update the authority and the designer. An answer about a home office does not automatically cover a later bedroom and kitchen.
How should inspections affect the construction schedule?
Request the inspection sequence as part of the approved process and assign responsibility for scheduling it. Make sure the contractor knows which work must remain visible. In the unincorporated county process, Johnson County lists underground, rough-in, insulation, drywall and final inspections among the stages that may apply. At closeout, retain approved plans, revisions, inspection results and the final record applicable to the project. A permit issued at the start does not by itself establish that the finished conversion received final approval.
